January 2022 “Birrell Brief”

Since Cottonwood Heights’ Swearing In ceremony January 3rd, I’ve been learning, organizing, visiting with constituents regarding traffic calming for Creek Road/Danish Road, the Dover Hills’ LDS Church/Ball Field new Ivory Homes’ acquisition and plat plan for conversion to 17 houses, City Centre/Canyon Racquet Drive/Apple Valley concerned citizen group re higher density, sensitive lands & transient vehicles, vehicular noise & speed on Wasatch Blvd and meetings with our city mayor, council, and staff as well as nearby city and county representatives.

Met with CHPD Chief Russo and his Deputy Chief Paul. CHPD is installing speed monitors and up’ing noise and speed enforcement within our district.

I’ve been assigned to the CH Historic and Benefits & Compensation committees and the AMC (Association of Municipal Councils). Just last week the mayor nominated me and won approval for me to serve on the UTA Local Advisory Board. Thank you Mayor Weichers!

January 25th is the Council Retreat in which priorities will be identified for 2022. Some of District 4 constituent concerns appear for consideration in the agenda including:

  • Revision to CH Ordinance 14.04.090 arterial speed reduction from 50 to 35mph

  • Modify Wasatch Blvd Master Plan Executive Summary to 35mph road design

  • Promote fast, non-stop commuter bus service from southeast SLCO to East Bench Cultural District along Highland Drive/I-215 to alleviate UDOT’s insistence on Wasatch turned from boulevard into highway.

  • Study to implement shuttles for Ft. Union Blvd encouraging greater cycling & walkability, heightening patronage of CH local businesses and adding to city tax revenues.

  • Commission a study analyzing acreage of CH in asphalted roads, parking lots & street parking. Look for redesigns that reduce asphalt footprint in favor of revenue generation, greenery w associated reduction in maintenance costs, snow clearing, salting, and stormwater management.

  • Examine current office space occupancy levels throughout CH.

The council is considering bonding for an $5,900,000 Public Works Complex including snow plow & vehicle fleet & salt storage, offices, meeting rooms, sleeping quarters located on east side of 3000 East.
